The Preconditions for the Reform of the Social Care System for Persons with Special Needs

Summary/Abstract: The author deals with the changes in the status of persons with special needs made during the last three years and presents presumptions for further improvement of status of people belonging to this population. Disability pension and allowance for other person's assistance have been raised, disabled people's organizations financing has started on regular basis as well as local project financing. As for the provisions of legislations, the double rise in amount of rights to allowance for other person's assistance for subsidized beneficiaries was determined, the draft bills of the law against discrimination of persons with special needs and the persons with disabilities employment law were made. The act that would essentially alter the way the commission for classification of children with special needs work, was prepared. A considerable amount of wheelchairs, hearing aids, computers etc. were provided through smaller humanitarian actions. Within the poverty reduction strategy, a special chapter was dedicated to the poverty reduction among people with disabilities, while the Council for the issues of people with disabilities was established at the Government level. Formulating the strategy of state for improvement of status of persons with special needs and adopting the multi-sector approach to this problem is the first presumption for improvement of status of persons belonging to this population. In addition to health care and social protection, the issue of employment, education, respecting human rights, finances, tax reduction, housing, barrier elimination, awareness development about needs and problems of this population, are of extreme importance as well.
