Summary/Abstract: This study discusses the limits of administrative regulation of granting authorizations in selected sports categories, with particular focus on motor, water, and air sports. It identifies exceptions to the general requirements for issuing administrative decisions that grant authorizations to operate motor vehicles, aircraft, and watercraft (such as driving licenses, sailing certificates, or pilot licenses). In place of these formal qualifications, internal sports licenses allow earlier participation in competition. The analysis highlights the dispersed legal bases of these exceptions – ranging from statutes and regulations to the internal rules of sports associations. It also notes the strengthening of safety mechanisms through licensing conditions, technical and organizational requirements for closed events, and mandatory insurance. Differences between the minimum age required for state authorizations and the age allowing analogous sports activity are examined, taking into account the protection of participants. The study concludes that a compromise is needed between the public interest (especially safety) and the development of sports activity, as reflected in the coexistence of sports autonomy and administrative supervision.
