Summary/Abstract: The author in his analysis of the problem of protection of classified information, based on delegated legislation under the Law on Protection of Classified Information, presents all the essential elements of the protection system based on the Law on Protection of Classified Information. This act governing the system of protection of classified information, including by setting out the responsibilities of national security services within the area of protection of classified information and their cooperation with other agencies as well as with heads of organizational units, was supplemented and made more specific by enacting the rules contained in various regulations. These secondary acts are indispensable and fundamental instruments for executive bodies to take part in the process of application of law. These regulations, as acts of normative nature issued by main bodies of central administration, more precisely govern the matter contained in the Law on Protection of Classified Information since primary legislation alone is not able to fully and completely govern that specific scope of social relationships.
