Summary/Abstract: The phenomenon of “pantouflage”, the transition of public officials to the private sector in fields related to their previous duties, poses significant challenges regarding integrity. In the context of strengthening ethical and transparency standards at the national and European levels, this study aims to analyze the legal framework governing post-employment restrictions, with a focus on regulations under Romanian and European law. The methodology employed is qualitative, based on doctrinal, normative, and case law analysis, as well as a comparative examination of relevant European models. The research findings highlight the existence of regulatory gaps and enforcement challenges regarding the monitoring and sanctioning of “pantouflage” situations, as well as the need for an integrated approach at the institutional level. This paper proposes solutions to improve the legislative and administrative framework, aimed at ensuring a balance between the freedom to choose one’s place of employment and the protection of the public interest, thereby contributing to the consolidation of an effective system for preventing corruption and promoting integrity in public service.
