Summary/Abstract: This paper substantiates the thesis that the European legislative framework governing electronic identification and trust services – Regulation (EU) No 910/2014 (eIDAS) and its amending Regulation (EU) 2024/1183 (eIDAS 2) – is, as a whole, oriented away from the on-site verification, in the presence of the signatory, of an electronic signature that has been affixed. The framework deliberately moves away from this traditional method of verification, replacing it with legally guaranteed remote validation. The paper analyzes the European Union’s strategic rationale, the regulatory mechanism for remote validation under Articles 32 and 33 of Regulation (EU) No 910/2014, and the further development of this concept under eIDAS 2 through the European Digital Identity Wallet and the new qualified trust services. It substantiates the conclusion that the remote verifiability of a signature is not a collateral effect of the regulatory framework, but rather one of its objectives, while on-site verification represents a model that has been superseded by European Union law.
