Summary/Abstract: Amid the democratic transformations sweeping Eastern Europe and the rise of competing national interests, Yugoslavia entered a period of profound political instability that ultimately led to the disintegration of the federation. Concerns over the centralizing policies of Slobodan Milošević intensified fears of Serbian dominance and encouraged other republics to pursue greater autonomy. In Slovenia, democratic reforms, political pluralism, and growing demands for sovereignty gained momentum throughout 1990. Following the electoral victory of the DEMOS coalition and the adoption of a sovereignty declaration, Slovenian leaders began laying the institutional foundations for independence. The December 1990 referendum demonstrated overwhelming public support for secession and provided a strong democratic mandate for statehood. Efforts to preserve Yugoslavia through constitutional reform and confederal arrangements failed because of irreconcilable differences among the republics. On 25 June 1991, Slovenia formally declared independence, prompting a military response from the Yugoslav People’s Army. The ensuing Ten-Day War ended with the withdrawal of federal forces and confirmed Slovenia’s effective control over its territory. The Brioni Agreement secured a ceasefire and paved the way for international recognition of the new state. Slovenia’s successful bid for independence marked the beginning of Yugoslavia’s dissolution and foreshadowed the conflicts that would unfold elsewhere in the former federation.
