Summary/Abstract: Social participation in the first period of validity of the Act of 12 July 1984 on spatial planning was of a façade nature. Due to the authoritarian nature of the socialist legal order in Poland in the 1980s, the situation of a citizen in these social consultations was significantly limited. The degree of social impact through social participation measures was insignificant. Local administration authority could pass spatial planning acts that were inconsistent with social expectations, and citizens did not have separate legal means to influence on these actions. The situation of citizens changed during the period of political transformation, when the law provided citizens with additional legal means, such as the right to vote for local authorities, as well as the right to complaint to an administrative court against a spatial planning act.
