Organizational Health Policy Perception and Turnover Intention: The Interactional Role of Gender

Summary/Abstract: This study examines the relationship between health workers’ perceptions of organizational health policy and their intention to leave in public hospitals, and investigates whether gender has a moderating effect on this relationship. The intention to leave, which threatens the continuity of service in the healthcare sector, is addressed in the context of perceived political behavior within the organization. Perceptions of organizational health policy are defined by unjust practices such as non-merit-based decision-making processes, favoritism, and actions driven by personal interests. Such perceptions are known to weaken employees’ commitment to the organization and increase their intention to leave. The research also aims to reveal how these dynamics differ by gender. A quantitative research design was adopted, and data were collected through a survey administered to 340 healthcare workers employed in public hospitals in Türkiye. As data collection instruments, the Organizational Health Policy Perception Scale and the Intention to Leave Scale, both adapted into Turkish, were used. Data were analyzed using SPSS 25, employing correlation, regression, and moderation effect tests. The analyses revealed a significant and positive relationship between perceptions of organizational health policy and intention to leave. Furthermore, gender was found to have a significant moderating effect on this relationship; female employees were more sensitive to political perceptions and exhibited a higher intention to leave. The study underscores the importance of fair, transparent, and gender-sensitive management practices in healthcare institutions.
