Summary/Abstract: The Russian language is one of the key tools used by the Kremlin to build influence across the post-Soviet space. The example of Russian-language electronic media in Latvia provides an opportunity to understand how the narrative being constructed within the diaspora in the Baltic States is taking shape. The media reports analysed convey the impression that Russians living in Latvia feel persecuted, isolated and discriminated against. By drawing on historical references to Latvians who were members of the Waffen SS, anti-Russian policies are described as nationalist or fascist. This is a reference to the ideology of the ‘Russian World’, in which any anti-Russian policy is labelled as nationalist. The activities of the electronic media contribute to mobilising members of the Russian diaspora to oppose the policies of the Latvian government, particularly regarding the use of the Russian language in public spaces.
