A CULTURE OF RESPONSIBILITY IN TECHNOLOGICAL HIGH-RISK SYSTEMS

Summary/Abstract: The operation of technological high-risk systems is not merely a technical task. Levels of safety are determined not only by technological solutions but also by organizational decisions, institutional values, and operational practices. Experience from the nuclear industry, the chemical sector, and aviation demonstrates that major accidents frequently result from organizational and ethical deficiencies rather than purely technical failures. Compliance with regulations and technical reliability are necessary prerequisites for safety, but they are not sufficient. Equally essential is an organizational culture that supports responsible action and systematically considers the consequences of decisions. This paper examines the concept of a culture of responsibility in technological high risk systems. It introduces the Adaptive Systems Ethics (ASE) framework and discusses its five core pillars: anticipation, participation, justice, adaptability, and reflexivity. The study demonstrates that these principles provide a normative framework for responsible decision-making and can contribute significantly to strengthening organizational responsibility.
