Summary/Abstract: The aim of the article is to analyse the dominant features of policy design undertaken by the state/governments in Poland when solving collective problems of society. The key issue is the role of path dependence in the formation of the dominant policy design; the method involves analysing the leading cultural trends in Poland formed in the past. The research begins with characterising the concept of path dependency and its impact on the basic processes affecting policy design, emphasizing that patterns of state activities formed in the past affect actions in subsequent periods. The analysis indicates that the dependency path phenomenon has shaped policy design in a significant way through cultural trends with significant anti-rational elements, resulting in state authorities often placing insufficient emphasis on the use of objectified analyses of public problems when programming public activities. Culture as a set of exogenous factors significantly shapes the behaviour of public intervention actors, their attitude toward objectified analysis and knowledge, the role of institutions, and the style of programming and implementing interventions. The article recommends strengthening structures that generate expert knowledge helpful for the implementation of public interventions.
