Summary/Abstract: The goal of the paper is to present and discuss the Dual System Approach (DSA) - an analytical method to be utilised in the studies of policy processes. DSA is aimed at helping researchers explore and understand the course and results of policy processes taking place in a political system. It consists of two interconnected phases - functional and structural analysis. The paper argues that contemporary theory toward policy processes may benefit from a methodological approach based on the combination of complexity theory, systems theory and cybernetics. The method is conceptualised on the theoretical basis presented by David Easton (Easton, 1979) and on two models of system identification ("black box" and "white box" models). It is also congruent with the classification of policy process frameworks proposed by Paul Sabatier (Sabatier 2007). The method allows for the utilisation of both qualitative and quantitative data. In the paper, the introductory design of the validation procedure is also presented.
