System Analysis as a Tool to Study Political Institutions

Preliminary Remarks

Summary/Abstract: The text presents the principles of a research tool that is meant to assist in organizing institutional research within the political sciences. It has been initially assumed that it is necessary to agree on questions, hypotheses and research proposals from various institutional theoretical strands, which can be supported by a methodological tool.The proposed tool is based on the elements of system analysis – two models of system identification and the concept of interconnection between systems. It seems that such a connection allows for mapping institutional systems especially at the stage of research conceptualisation and operationalisation. The application of the mapping procedure is illustrated by the analysis of relations between the Constitutional Tribunal and the Sejm at the time of the Constitutional Reform in 1997.
