The provisions of article 9 of Law no.554/2004 on the administrative contentious are a special norm, which highlights the relationship between the two characters of Government ordinances, characters that draw, on the one hand, the competence of the administrative litigation court regarding the remedy of the harm created by adopting the ordinance, and, on the other hand, the powers of the Constitutional Courtin terms of the constitutional review in relation to the Basic Law.
