Summary/Abstract: Parliamentary committees are internal working organs of the Chambers of Parliament, whose work is preparatory by nature, in order to provide the deliberative forum with all the necessary elements for the decision to be taken. The specialized debates that take place in committee meetings shall be finalized by drawing up reports or opinions to prepare and facilitate the work of the Chambers and the debates to be held in their plenary. Given the nature of the internal working bodies of the parliamentary committees, the legal nature of the reports or opinions adopted by them is a preliminary, recommendatory act adopted in order to suggest a certain conduct in the decision-making plenum of each Chamber or of the reunited Chambers. Reports and opinions are binding only on the basis of their request, not from the perspective of the solutions they propose, the Senate and the Chamber of Deputies being the only deliberative bodies by which Parliament fulfils its constitutional powers.
