Summary/Abstract: The study proposes a legal and interdisciplinary foray into the relationship between law and public administration, following the way in which legal norms shaped public authorities, from ancient Rome to Transylvania. Thus, we analyzed the fundamental principles of Roman administration as well as the legal framework that allowed the rational and efficient exercise of executive power. We highlighted the contribution of Roman law to defining the notions of legality, competence and administrative responsibility. The second part examines the transmission and transformation of these concepts in the historical context of Transylvania, where Roman influences intertwined with local and European legal traditions.
