Summary/Abstract: The current context in which we find ourselves, both at national and Europeanlevel, is one that is subject to intense turmoil and changes. All this is a permanentchallenge for the public administration, administration that finds itself forced to copewith these impulses coming from its outside, to adapt and reinvent itself to performthrough the act of administration. Thus, public administration is a living mechanismthat responds to social needs. It also addresses the social environment directly,establishes directions to follow and manages local, central or even European interests,more or less happily.
