Summary/Abstract: Purpose | To demonstrate the importance of the "Strategy for Poland" [Kołodko, 1994] for Poland's development during the period of systemic transformation. It initiated strategic thinking among decision-makers and attempted holistic coordination of economic policy. While implementing the ambitious program contained within, it gradually implemented the then-little-known concept of New Pragmatism [Kołodko, 2014]. Research method | Hermeneutics, cognitive action methods (primarily logical reasoning), critical literature analysis, observational methods, and personal experience from working in government and in public administration. Results | The abandonment of strategic thinking in Poland results in permanent uncertainty, deepening the "drift" phase in the country's development. In its systemic transformation, Poland is moving from shock and drift - through the "Strategy for Poland" - to further drift - through strategies enforced primarily by the UE - and the current multiplied drift, which prevents Poland from entering a phase of innovative development. The convergence of Polish innovation is occurring significantly slower than that of the Polish economy; it is doubtful that Poland will be able to close the gap in innovation rankings. Originality / value / implications / recommendations | The New Pragmatism concept, though unnamed, imprecise, and even criticised, as applied in the "Strategy for Poland" has proven its usefulness in building sustainable development strategies and mitigating social inequalities. It is imperative to return to a robust strategic discussion and, despite political disputes, to take responsibility for development.
