EFFICIENCY OF MUNICIPAL WASTE MANAGEMENT - MODEL APPROACH

Summary/Abstract: The purpose of the research undertaken in the article is to determine which model of providing municipal waste management services was most effective in each province in 2023. Achieving the purpose of the article required the use of such research methods as literature studies, analysis of local legal acts and budget execution reports, analysis the state of municipal waste management, simple random sampling of the research sample, the author's efficiency index for the service of municipal waste management (EGOK) and comparative analysis. The sources of data used in the research were resolutions of municipal councils on the selection of the method of determining the fee for municipal waste management and setting the rate of the fee in 2023, cleanliness and order regulations, analyses of the state of municipal waste management of 2023 and budget execution reports for 2023. The research area included 10% of the municipalities in each province - a total of 247 municipalities. The outsourcing model was the most effective for providing municipal waste management services in 50% of provinces, in 38% - it was the commercial model and a mixed one in Lubuskie province. The article fills a research gap in assessing the effectiveness of the municipal waste management system.
