Summary/Abstract: Throughout the past years, the landscape of the Romanian education law framework has been very dynamic. Apart from the inherent changes and perpetual modifications in law, the effort of aligning the educational standards to those of the European Union has led to a multiplicity of directions of development in education, which are not always coherently created. The paper we are presenting is focused on University Lifelong Learning (ULLL) and Access and Progression of disadvantaged groups at ULLL, as they are provided by the current Romanian Law of Education, published in the Official Journal from 10 of January 2011, as Law no.1. We intend to prove that these directions are well sustained from a legal point of view. However, there is still an important gap between the legal and organisational efforts, the offer in Lifelong Learning and the interest of the communities, especially of the targeted groups, meaning the demand of such projects. Our documentation implies online sources and published works representing some of the official Romanian documents on public-policy education. Data interpretation and the conclusions represent the author′s point of view on the analysed issues.
