Summary/Abstract: Several significant changes occurred in the financing of the education system in the past cycle. One was the long-promised teacher salary increase in public education, which was then partially implemented from EU funds, which resulted in a significant increase in support for public education. The other is the significant increase in state support for KEKVA-funded universities following the so-called model change (actually its pseudo-privatization) of higher education, which has resulted in a significant increase in state support for non-state higher education. Have we caught up with the developed world in teacher salaries and in the performance of public education, or in the world ranking of higher education? The study demonstrates with analyses that the goals were not achieved, while at the same time placing significant burdens on the next government.
