Summary/Abstract: Although in civil law animals are considered goods, we appreciate that animals are not goods like any other, a fact that led to the adoption of legislation regarding violence against animals and the establishment of the Animal Protection Bureau, as a distinct specialized structure of the Romanian Police. This article aims to bring some considerations regarding the offenses provided by art. 25 of Law no. 205/2004 on animal protection republished, with subsequent amendments and completions, jurisprudence applied in the field, but also the main legislative changes introduced by Law no. 138/2022 for the amendment and completion of Law no. 205/2004 on animal protection. Last but not least, we specify that it is important to protect social relations regarding the dignity, welfare and natural development of animals, which must lead a normal life, free from unnecessary and gratuitous suffering.
