ART IN PUBLIC ADMINISTRATION, SEEN THROUGH THE EYE OF THE CITIZEN

Summary/Abstract: Art in public administration, seen through the eyes of the citizen" aims to analyze how decisions are made in local administration, regarding art and the involvement of citizens in this process. The administration is a living mechanism, a tool of inputs and outputs in two directions. The citizen represents the vital partner of the public authority, an active participant in the political input process, being the beneficiary of the services provided, which is why public institutions have developed innovative tools to know the needs of residents. The decision belongs to the administration, which in turn can delegate it to the public in certain cases. This is also the case of the art and architecture project represented by the development of the square on Independence Street, where the winning project, chosen by an international jury, but totally disapproved by the citizens, led to the voting of another project, through a digital decision-making process. E-participation is becoming a standard for improving democratic practices and citizen participation. Participatory budgeting is another means of encouraging citizen participation in decision-making regarding the implementation of artistic projects. A good example is that of the most voted participatory budgeting project, regarding the creation of murals in the niches in the wall of the promenade on the banks of Crişului Repede, on the section near the Ladislau Bridge.
