Summary/Abstract: Using exploratory research and comparative analysis, the results were obtained to identify similarities and differences in the systems of social protection of persons with disabilities in Ukraine and the Republic of Poland. The reasons for the transformation of the relevant state policy were considered. It was established that the legal regulation of the protection of persons with disabilities has much in common in both countries. The Constitutions of Ukraine and Poland enshrine a guarantee of social non-discrimination, including on the basis of physical characteristics. The organizational component of institutional support for the implementation of state social policy has its own national characteristics, but at the same time, institutions providing social assistance to people with disabilities perform approximately the same list of functions. It is noted that the transformation of state social policy towards people with disabilities is being carried out in countries within the framework of a unified approach - a gradual rejection of the socio-medical paradigm of supporting people with disabilities in favor of the paradigm of recognizing the equality of their rights with the rights of other people. It is noted that the transformation of state social policy in the direction of creating conditions for people with disabilities to realize their rights requires solving a number of complex tasks: ensuring inclusive education, professional rehabilitation, protection of political rights, employment, and, accordingly, the development of social entrepreneurship, etc. A comparison of the dynamics of changes in the number of people with disabilities in Ukraine and Poland allows us to state that the main difference in Ukraine is the increase in the number of civilians who have been injured as a result of military operations conducted by Russia on the territory of Ukraine. The number of military personnel who have been physically injured during combat operations is also certainly increasing. The continuation of the war significantly complicates the state's implementation of social guarantees due to the rapid growth of the budget deficit. In Ukraine, social relations towards people with physical disabilities are also a problem, within which both open discrimination and everyday indifference are noticeable. To accelerate the transformation of state social policy, the feasibility of implementing a number of measures is justified: a) a clearer division of functions regarding the support of persons with disabilities between the main social actors - state institutions, business entities and civil organizations; b) promoting the development of social entrepreneurship; c) forming not only social tolerance towards persons with disabilities, but also creating an atmosphere of goodwill and charity; d) creation of digital infrastructure to facilitate the socialization of people with disabilities.
