Summary/Abstract: The analysed bill provides for granting housing cooperatives and other entities whose statutory purpose is to meet housing needs, claims for the acquisition of land ownership or perpetual usufruct rights. The issue raised in the petition is important and needs to be addressed. Measures should be taken to definitively regulate the legal situation of persons who have expectant property rights to residential units in connection with the creation or conversion of cooperative rights to units, and who, due to the lack of legal title of housing cooperatives to the land they occupy, cannot obtain definitive property rights. The regulation resolving the problem outlined in the petition should balance the rights of landowners (former landowners) and housing cooperatives, as well as persons entitled to units in cooperative buildings.
