Mufti in Montenegro based in Podgorica (1887-1912) According to Archival Documents

Summary/Abstract: In this article, continuing from the previous issue, we have addressed matters related to the institution of the Muftiate, from its relocation from Ulcinj to Podgorica and later to Bar (1887– 1912), with an emphasis on the issue of the appointment of the mufti, mosques, religious schools (mejteps), and other related topics, based on archival documentation and published studies. The institution of the Muftiate was established under Article 27 of the Congress of Berlin, which allowed the Ottoman Empire to appoint the religious hierarchy in Montenegro. Consequently, muftis were appointed by the Sheikh al-Islam in Istanbul and approved by the King of Montenegro. However, by June 1912, this arrangement was coming to an end as the King unilaterally appointed the mufti-qadi of Bar. The Ottoman Empire opposed this unilateral decision, but given the deteriorating political situation in the region at that time, with the Balkan Wars looming, a new situation emerged in which King Nikola’s decision ultimately prevailed.
