Summary/Abstract: The topic that we have taken into consideration to address concerns the institution of the Mufti in Montenegro in the period from the Berlin Congress to the London Conference, with emphasis on the issue of the appointment of the Mufti based on archival documentation and published studies. In this article, we have dealt with the issues related to the institution of the Mufti from its formation with headquarters in Ulcinj on the borders of Montenegro from the Congress of Berlin, its relocation from Ulcinj to Podgorica, the powers of appointing and dismissing the mufti, the country he comes from, his nationality, language, etc. The institution of the Mufti was formed within the framework of Article 27 of the Congress of Berlin, which includes the time interval March 1881 - June 1912. In this framework, the muftis were appointed by Shaykhul-Islami in Istanbul and were approved by the Kingdom of Montenegro. During the period 1881-1887, which we are dealing with in this article, there were agreements and sometimes even official disagreements between Montenegro and the Ottoman government on the issues mentioned above.
