Resilience Framework as a Concept and Tool for Building Local Communities Resilient to Crisis Threats

Summary/Abstract: The range of information available on resilience, its measurement and assessment in relation to local communities is very limited. Knowledge in this area is necessary for planners and decision-makers responsible for security, as well as the community itself, to assess what absorption, adaptation and transformation capabilities they have at their disposal to effectively cope with crisis situations. The aim of this article is to present, on the basis of a literature review, concepts and tools that may be helpful in defining and developing a methodology for measuring the resilience of social structures to crisis threats, as well as methodological guidelines for the development of resilience frameworks.
