Leveraging the competencies of people and non-system entities during disaster and rescue operations

Summary/Abstract: A disaster is an event that has a negative impact on people and the environment on such a scale that its effects cannot be controlled by the resources of the local community. Managing rescue operations during disasters and major accidents is a major challenge due to their complexity. A flexible and effective rescue system is essential to minimise the effects of a disaster. Based on considerations regarding the complexity of rescue systems, analyses of scientific articles, legal acts, documents of authorities responsible for crisis management and press reports, the research problem can be formulated as follows: whether or how the use of non-system competences during rescue operations will affect the effectiveness of the crisis management process when rescuing people or the environment. The Key Performance Indicators method was used to evaluate rescue operations. The analysis shows that non-systemic competences had a significant impact on improving the effectiveness of rescue operations, particularly in terms of response time and coordination. The greater the support from international experts, non-governmental organisations and technology, the better the results in terms of flexibility, safety and availability of resources.
