Summary/Abstract: Modern states, including Poland, increasingly often have to deal with crisis situations. Each of them constitutes a separate challenge for the state which tries to stop their occurrences and limit their consequences. Poland, like other countries, uses crisis management for this purpose, which is based on public administration. The aim of this paper is to investigate in this context the significance of the civil service, which is treated as an important element of the modern administration of a contemporary state. The authors attempt to point out the important aspects of the civil service functioning which may make it more resistant to crisis situations, thereby making the state better cope with crisis situations. The paper aims to emphasize the most significant problems which require further extensive research.
