Summary/Abstract: The paper analyzes the principles of good administration, with particular emphasis on their development and application within the legal framework of the European Union (EU). Starting from the complexity and dynamism of the social environment, it highlights the importance of establishing a stable normative and value-based framework that enables the lawful and effective functioning of public administration. The paper also examines various theoretical approaches to the concept and principles of good administration, including the dilemma of their universal character as opposed to their dependence on national legal and institutional contexts.Special attention is devoted to the role of supranational actors, primarily the Court of Justice of the European Union, in shaping and developing the principles of good administration. It also addresses their impact on the legal systems of Member States and candidate countries, as well as the importance of case-law for the concretization and application of these principles. In this context, the paper explores key principles of good administration, including legality, proportionality, the right to be heard, equality and the protection of legitimate expectations, legal certainty, and the realization (protection) of the public interest, with particular reference to their interconnection and complementarity. In conclusion, it is emphasized that the principles of good administration represent not only a normative framework but also an essential practical instrument. Within the context of EU law, they constitute fundamental standards that ensure the lawful, effective, and legitimate functioning of administration, contribute to strengthening the rule of law, and enhance legal certainty both at the level of the Union and within the legal systems of Member States and candidate countries.
