Summary/Abstract: This paper examines the role of intelligence services in conducting active measures as a specific form of political violence that operates within the spheres of perception, information, and cognitive manipulation rather than through physical force. Active measures are presented as a sophisticated political weapon through which states, via their intelligence and propaganda apparatus, influence the socio-political architecture of an adversary by means of covert, deniable, and long-term operations. Methods such as disinformation campaigns, infiltration of political structures, compromising of key leaders, the induction of social tensions, and the fragmentation of collective identities create an alternative political reality that serves the strategic interests of the aggressor. The study underscores that active measures are latent, difficult to detect, and deeply embedded within the contemporary forms of special warfare, which contributes to their effectiveness and to the persistent lack of understanding within academic, institutional, and political environments. Special attention is devoted to the necessity of building resilient institutional mechanisms, strengthening media literacy, and developing strategic communication as essential components of defence against this concealed form of political violence that undermines sovereignty, social cohesion, and the stability of modern states.
