Summary/Abstract: This paper analyzes the state of public administration reform in Bosnia and Herzegovina, with a particular focus on the implementation of the Public Administration Reform Action Plan and the role of digitalization in improving public services and the realization of citizens’ rights. Digital transformation is recognized as a key factor in strengthening legal certainty, transparency, efficiency, and equal access for users. The eCitizen platform is highlighted as an example of good practice, enabling citizens to communicate more easily with local authorities, participate in public consultations, and monitor the work of public institutions, thereby contributing to better governance and institutional accountability. The paper also examines the link between digital public administration and the development of smart cities and smart destinations, particularly in the tourism sector, where digital technologies support sustainability, service personalization, and competitiveness, while ensuring compliance with legal regulations and data protection requirements. The research is based on an analysis of academic and professional literature, strategic and legislative documents, a survey conducted in Bosnia and Herzegovina, and a case study focusing on Croatia, using a combination of qualitative and quantitative methods.
