Summary/Abstract: Short-time work is one of the key tools used to stabilise the labour market in Germany. This article presents a comparative analysis of how this measure was employed in Germany during the 2008 global financial crisis and the 2020 COVID-19 crisis. The study also considers the demographic perspective, namely the decline in the labour force in Germany since the second decade of the 21st century, which is having an increasingly strong impact on companies' employment strategies during economic downturns. The research is based on system analysis, in-depth analysis of social indicators, as well as institutional and legal analysis. The author examines the scale and structure of the use of short-time work during both global recessions, its structural effects on the economy, its impact on employment and education, and its effect on work-life balance.
