Summary/Abstract: In this article, the author attempts to characterize and systematize as precisely as possible the methods and tools that the local government units can use as a part of the supervision and control over the functioning of their own medical care providers. The implementation of this supervision is the performance of inspection activities in own medical facilities, which should be clearly stated in legal provisions, in particular those relating to conducting medical activities as one of the key elements of management in the public sector (work objective). It is worth emphasizing that effective use of the control tools and – more broadly – supervision protocols, can significantly improve the management efficiency of medical care providers. In terms of material and methods, the discussed issue was presented based on: a review and the conclusions from analysis of management science and law literature, as well as generally applicable legal provisions and available court decisions. Due to his professional experience (professional work in the healthcare system) and education, as well as the desire to characterize the discussed issue, current and important in public discourse, the author focuses on ownership supervision over medical care providers operated by local government units.Author’s observations – as part of the conducted research – indicate that the key practical use of legal instruments in the framework of supervision and control is determined, on the one hand, by the quality of management of the healthcare providers itself, which is significantly influenced by the type and scope of health services provided. On the other hand, the competences of people exercising ownership rights on the part of local government have an important impact on the efficiency of resource use in the public sector.
