Summary/Abstract: Contemporary terrorist threats are characterised by increasing complexity, dynamism, and transnational character, which requires an innovative approach to analysing European Union (EU) security policy. Based on the dominant role of nation-states and rigid institutional structures, traditional models are becoming insufficient in the face of the adaptive and multidimensional challenges posed by 21st-century terrorism. This article aims to present a new theoretical framework that can serve as a more comprehensive study of internal security cooperation in the EU. The article examines four theoretical concepts: network theory, complex adaptation theory, resilience theory, and risk governance theory. These theories offer unique analytical tools to better understand the cooperation mechanisms between member states and EU institutions in response to contemporary terrorist threats. The analysis results indicate that integrating these theoretical approaches leads to more flexible, adaptive, and effective counter-terrorism strategies at the level of the EU and its member states.
