Summary/Abstract: Based on the new intergovernmentalism, the article's aim is to qualitatively determine the probability of implementing the four main proposals for reforming the institutional system of the European Union contained in the European Parliament's proposals for amending the treaties presented in 2023. The main categories of the new intergovernmentalism are discussed in this study, and two hypotheses based on them are presented as an introduction to the analysis of the probability of implementing specific reforms. The main idea is that in the perspective of the new intergovernmentalism, the probability of implementing all of proposed reforms is small, and the probability of implementing some of them in fragments is also not high.
