Summary/Abstract: Media policy in the European Union is an increasingly important part of the strategy to strengthen the rule of law in the Member States. With adoption of the Lisbon Treaty, together with the guarantees of freedom of expression and respect for media pluralism enshrined in the Charter of Fundamental Rights, media policy issues have acquired the status of an instrument for measuring the democratic nature of the system. The monitoring of the developed common standards, despite the fact that the EU leaves a wide range of freedom to the Member States in shaping their media policies, has also become an important element of the mechanism for controlling the implementation of laws and practices in this area. Their evaluation, recommendations and modernisation of the law are consequently anchored in the results of solid studies and reports produced successively by trustworthy entities such as the Centre for Media Pluralism and Media Freedom in Florence, or the European Audiovisual Observatory and some alert platforms. The aim of the research presented in this article is to identify the mechanisms for media services monitoring in the European Union. The analysis is focused on determining the scope, barriers and prospects for media services monitoring. Desk research is used as the leading research method, supplemented by document analysis to a limited extent. The research outcomes demonstrate that media monitoring mechanisms are becoming useful and more widely used by EU institutions as important instruments for conducting EU policy in the area of communication and media, as well as for evaluation of national policies. EU policy over the last decade has been characterised by a strong emphasis on respect for common values.
