Summary/Abstract: The World Trade Organization (WTO) is one of the key arenas of the struggle for the institutional architecture, norms, and values of the emerging world order. Once understood as a key pillar of the “rules-based” multilateral liberal order and as an example of an effective institution whose dispute resolution mechanisms can serve as a model for other multilateral organizations, it has become a site of contestation for different, competing visions of the future of the global trading system. Rising powers China, India, and Brazil are challenging the existing liberal institutional framework that has shaped international trade governance by promoting ideas of WTO reform. On the other hand, the United States, as a key actor in the existing system, essentially threatens it with its own unilateral actions and actively prevents the functioning of the Dispute Settlement Mechanism within the WTO by blocking the election of members of its Appellate Body. The paper, using the concepts of disputed multilateralism and anti-multilateralism, will try to analyze the competing institutional and normative tensions within the visions of the reform of the World Trade Organization, which are a reflection of the transformations of the global trade order, but also the possible consequences of the current WTO crisis on global governance in this domain.
