Summary/Abstract: The paradigm of the social systems in prospect of the sociological functionalism is simply transposed into social actions of the institutionalized power that reacts in a positive or negative way to the new values that enter the social system. In case the institutions of the state reject the new values, it results non-social attitudes (the corrupted administrative/judicial or political societies) or even dictatorial/totalitarian attitudes (the reactivity of the political, military or communist system) that leads to the forming of true multi-social tensions. It is the most efficient sociological approach which describes the means through which there might be or not, social and political culture. On this terms when we speak about the active citizenship and about manners, the society remains active and the individual acts as a citizen who succeeds in imposing the will for an active participation. Thus, at a particular time, the conflicts end.
