Summary/Abstract: The phenomenon of global value chains is attracting increasing attention from regulators and lawyers. Legislation is beginning to have a greater impact on global production. In recent years, there has been a rapidly growing trend towards the enactment of legislation to regulate cross-border sustainable production. This article aims to present the phenomenon of global value chains from the perspective of public regulators. First, the theoretical foundations of the concept of local law extraterritoriality are presented, that is, the California/Brussels Effect theory. Then, the paper describes how the regulation of global value chains has developed, from soft law mechanisms to the binding regulations of the most powerful countries. To demonstrate how legislators view global value chains, a legal analysis of selected EU legislation regulating them is presented. The article concludes with a summary and the Author's own assessment of the analyzed phenomenon. It can be said that the regulation of global value chains is primarily based on the transfer of regulatory functions, formerly performed by States, to private actors (leading firms in global value chains). However, such policy is not without its drawbacks.
