Summary/Abstract: The article aims to trace the transformations of the political regime in the USSR during Mikhail Gorbachev's tenure as General Secretary of the Central Committee of the Communist Party of the Soviet Union. The author pays particular attention to the period between 1988 and 1991, when the "reconstruction" (perestroika) of the USSR's political system took on a revolutionary form.
