Summary/Abstract: The paper analyzes the genesis, functioning and practice of the International Humanitarian Fact-Finding Commission. The issue of genesis is analyzed through the prism of the time gap between its establishment and effective entry into operation. The position and functions of the Commission were analyzed, among other things, through the prism of Article 90 of Additional Protocol I to the Geneva Conventions, the Rules of the Commission, and the 1987 commentary to Article 90. A review of the Commission’s practice, as well as the problems and causes of its shortcomings, is also provided. The conclusion is dedicated to taking a position on the prevailing view that the Commission is a kind of “sleeping beauty”.
