Summary/Abstract: In public and political debate, the thesis is often advanced that a declining population should logically lead to a reduction in state administration. This thesis seems intuitively convincing, but it does not take into account the fact that the size of the Bulgarian administration has significantly decreased, as well as the functional logic of the modern state and the real dynamics of the regulatory environment. Such an approach does not take into account the fact that the administrative burden is not a function only of the size of the population, but of the number and complexity of regulated objects, activities and institutions. This article analyzes the paradox that with a declining population, the administrative burden increases, which gives rise to a systemic deficit in administrative capacity. The study is based on official statistical data (NSI), sectoral reports and annual reports on the state of the administration. The analysis shows that the number of educational, health, social institutions, economic entities and objects of control does not decrease proportionally to demographic processes, but in some areas it increases, which leads to an increase in the control, sanction and procedural activities of the administration.
