Summary/Abstract: This paper examines the official memorandum circulated by the Ministry of Foreign Affairs of the Ottoman Empire to its diplomatic missions in late 1875, in response to the outbreak of the Herzegovinian Uprising. The document conveys to the embassies the principal guidelines and the Empire’s formal position regarding the uprising and its international ramifications, thereby constituting a valuable source for understanding Ottoman political doctrine, diplomatic reasoning, and rhetorical strategies. Its content reveals the Empire’s complex position, as it sought to balance the preservation of sovereignty with the expectations of the Great Powers and the management of internal crises. Rhetorically, the memorandum combines conciliatory messages, assertions of authority, and appeals to prudence, constructing an image of the Ottoman Empire as a responsible actor within the framework of the Eastern Question. The translation and interpretation of the document offer a deeper insight into the institutional perspective of the Porte and allow for a more precise understanding of nineteenth-century political and diplomatic relations.
