Summary/Abstract: This article analyzes the evolution of European and national legal norms in the context of the energy transition and carbon reduction policies. It highlights how the European Union has developed a complex legal framework with binding objectives and monitoring mechanisms, and examines the challenges of transposing these norms into national legislation, using Romania as a case study. From a critical perspective, the article emphasizes the tension between European ambitions and global realities, showing that legal effectiveness depends on the convergence of international actions. The study offers a theoretical approach based on general legal theory, highlighting the relationship between formal norms, their practical applicability, and their impact on global climate policies.
