Summary/Abstract: Urban fires constitute multidimensional risks that impose significant pressure on public resources in addition to causing loss of life and property. This study aims to evaluate urban fire safety infrastructure along the axes of institutional capacity and risk pressure using multi-criteria decision-making (MCDM) methods. Within a multidisciplinary framework integrating civil engineering and economics perspectives, the cities of Istanbul, Ankara, Izmir, Bursa, Antalya, and Konya are analyzed. Population, number of fire stations, and number of firefighting personnel are employed as evaluation criteria, with data compiled from the Turkish Statistical Institute and publicly available reports of metropolitan municipalities. Criterion weights are determined using the Entropy method, and city rankings are obtained through TOPSIS; the robustness of the results is examined using WASPAS and VIKOR methods. The findings indicate that firefighting personnel capacity is the most discriminative factor, with Istanbul ranking first due to its strong institutional capacity. The study demonstrates that open-data-based MCDM approaches provide a functional decision-support tool for urban fire safety policies in contexts where field data are limited.
