Summary/Abstract: The events at the beginning of the 19th century and the increase of the population lead to the passing of the New Poor Law which limits the subsidy to an indoor relief. The lawmakers consider the poor responsible for their bad situation and introduce two principles – the workhouse test and the principle of less eligibility. The purpose is the poor rate to reach its correct level and the paupers to struggle and to look at the relief as the last opportunity for surviving. The Law provides a uniform state policy and institutions responsible for the implementation of the new principles. The workhouse is built in the parishes for the people in need but it is accepted as a threat and prison by the poor and destitute. The state cuts off the expenses and ratepayers are contented. Many paupers have to enter the workhouse or to fight harder to avoid destitution.
