Law No. 49/2025: Dust in the Eyes of the Government or Useless Regulation? Or Both?

Summary/Abstract: The article presents one of the most recent additions to the Administrative Code by Law No. 49/2025 which integrated a new chapter in the title dedicated to the Government, a chapter entitled "Ethics and conduct rules for members of the Government, other persons holding public positions at the level of the central public administration and for the staff employed in their offices". The detailed analysis of the newly introduced provisions demonstrates the concern of the rulers for formal aspects such as possible gifts received, official activities in which they participate, instead of a regulation that would systematize incompatibilities and conflicts of interest, real transparency and integrity at the level of public dignified positions in the central public administration.
