Summary/Abstract: With the evolving needs of modern education, particularly those based on technology and local cultural relevance, innovations in teaching materials are essential to address emerging challenges. Improving education quality, especially in a local context, requires materials that not only introduce students to their own culture but also equip them with critical and creative thinking skills to address practical challenges. This study develops digital teaching materials based on local culture using the Challenge-Based Learning (CBL) approach. The study aims to connect local culture-based education with the use of digital technology in learning. Using the Plomp Development Model, the research progresses through the phases of preliminary research, design, and assessment. Trial results at State Senior High School 16 Padang, Indonesia, show that the teaching materials are valid, practical, and effective (Asymp. Sig. (2-tailed) = 0.000) in supporting local cultural understanding and student engagement. The study concludes that integrating local cultural values into challenge-based teaching materials has the capacity to enhance students' critical thinking skills and the relevance of learning. The long-term implications of these teaching materials include more culturally oriented language learning and the use of technology that supports contextual education.
